Administrative / biographical background:

The National Road Transport Organisation (NRTO) was formed in November 1987. It was responsible for the management, supply and maintenance of the entire fleet of British Rail road vehicles, which numbered 7000 in 1987. Before the establishment of NRTO, responsibility for road vehicles was divided between the Director of Mechanical and Electrical Engineering and the Director of Supply (Procurement). NRTO was established to streamline the procurement process by dealing directly with suppliers and regional users.
