Administrative / biographical background:

The Board of Customs was created in 1671 and the Board of Excise was created in 1683. They were merged to form the Board of Customs and Excise in 1909. Part of the Library's remit was to research Customs and Excise historical material. Secretary's Branch (Customs) and Secretaries Office (Excise and Customs & Excise), were the administrative and executive organisations through which the Boards discharged their functions. The Chief Inspector was the head of the Outdoor Service Department of Customs and Excise.
