Administrative / biographical background:

Following some public clamour alleging honours could be purchased the Royal Commission was appointed under the chairmanship of Lord Dunedin to investigate the honours system and to make recommendations. Its report was published as command paper Cmd.1789. The Treasury provided the Secretary to the Royal Commission: J Rae.
