Administrative / biographical background:

The Scottish Fee Support Review was set up jointly by the Secretaries of State for Education, for Wales, for Scotland and Northern Ireland under the Teaching and Higher Education Act 1998. The committee was asked to review the arrangements for England, Wales and Northern Ireland for paying grants for students' fees for the final honours year for first degree courses at Scottish universities. Students resident in Scotland and other European Union countries would be exempt from paying their own fees for this year. Originally the committee was asked to report by the summer of 1999, but for various reasons it was decided that the report should be deferred until March 2000.
