Administrative / biographical background:

The Overseas Labour Adviser provided advice to the Secretary of State and to other departments of the Foreign and Commonwealth Office on international labour questions, such as the business of the International Labour Organization. Before the creation of the Foreign and Commonwealth Office in October 1968, this function was located in the International and General Department of the Foreign Office, but thereafter the Adviser was independent of the Office's departmental structure.
