The Library Co-operation Research Consultative Committee was set up in 1972. Its main purpose was to investigate the potential advantages in developing a system of co-operation between local libraries and higher education institutions. A pilot project was carried out in Sheffield though the main emphasis was on investigating the needs of users, in particular distance users.
