Folio(s) 241-246. Letter from John Sullivan, [Under-Secretary for War and the Colonies,] enclosing correspondence relevant to the complaints received from the Lord Advocate of Scotland and Sir James Grant respecting the recruiting practices of the Canadian Fencible Regiment in Scotland. Sullivan gives Lord Hobart's [Secretary of State for War and the Colonies] reasons for favouring the prospect of the recruits obtaining settlements in Canada, and of being accompanied by their wives and children.

Enclosed is a copy of a letter of 21 March to Colonel Clinton [Military Secretary to the Commander-in-Chief] from Sullivan stating that, in Hobart's view, the recruiting officers should confine themselves to offering passages to Canada for wives and children of those enlisting, not to wider branches of their families.

Also enclosed is a copy of a letter of 19 August 1803 to Clinton from Sullivan setting out the terms of a proposal to enlist in the Canadian Fencible Regiment those highlanders who had been disappointed in previous abortive plans to emigrate to the United States.
