Administrative / biographical background:

During 1965 Sir Richard Clark, Second Secretary, identified a need to bring together knowledge and techniques making for greater efficiency or for better returns on investments and he suggested a unit be set up to address investment appraisal and cost-effectiveness in non-economic services. The Management Accounts Unit was established in 1966 out of the Management Services (General) Division (MS(G)). It remained linked to MS(G) until the Treasury/Civil Service Department (CSD) split in 1968 and MS(G) division responsibilities transferred to the CSD.
