Description:

Folios 26-28. Letter from James Milward, Ipsley Lodge, Redditch, to the Poor Law Commission. He says that he would be happy to comply with their wishes contained in their letter 1179/A/43 [1179/B/1843] dated 9 February 1843 but he had addressed them on his own responsibility with suggestions from medical friends and does not feel at liberty to mention names. These friends are all fearful that a personal appeal might prejudice the guardians against them and on whom their practice depended.

He believes that the queries he raised were true and that the system is derogatory of the highly educated officers in the service.

Memorandum [annotation]: general complaint against the system of medical relief. These can not relate to a district in the Bromsgrove Poor Law Union since the medical officers are all enumerated by a fixed salary. There are two districts in the neighbouring Alcester Poor Law Union where the remuneration is 4s per case, but as Mr Millward chooses not to give any name or locality with his facts, they can not be treated other than being founded on supposition. As such it is not possible to give a fair answer. A form of response is outlined.
