Administrative / biographical background:

Treasury minutes dated 4 March 1936 on Defence Expenditure (Cmnd 5114) dealt with the appointment of a Standing Committee to be known as the Treasury Inter-Service Committee.

This committee was concerned with remedying the deficiencies of the Defence Forces and was a development and a more formal continuation of the Treasury Emergency Expenditure Committee.

The committee's functions included:

  • Authorisation of expenditure where necessary followed by formal Treasury sanction in confirmation of the committee's authority
  • Power to signify approval of groups of contracts which fell within the scope of any general arrangements which they had approved

The committee also received periodical returns of the amount of the contracts placed by Defence Departments together with progress reports of the expenditure incurred on the programmes as a whole.

The committee's records encompass the period 1936-1950, after which time it went into abeyance.
