Administrative / biographical background:

The Committee of Enquiry into Savings Certificates and Local Loans etc was appointed by a Treasury minute of 3 November 1922 firstly to enquire into the arrangements by which half the proceeds of Savings Certificates were issued from the Exchequer to the Local Loans Fund; secondly to report whether, having regard to the probable future requirements of the Fund, this arrangement should be continued, modified, or extended to other purposes; and thirdly to report on the future relations of the National Savings Committee, the Scottish Savings Committee, the Post Office, the Post Office Savings Bank and the Trustee Savings Banks.

The Committee on the Maturity of Savings Certificates of the First Issue was appointed by Treasury minute of 29 April 1925 to consider what steps should be taken in view of the approaching expiry of the term of the first issue of War Savings Certificates and to make recommendations.
