In accordance with the Development (Loan Guarantees and Grants) Act of 1929, the above Advisory Committee was constituted by Treasury Minute of 26 July 1929, with Sir Arthur Duckham as Chairman. He was succeeded by Lord Essenden in February 1930.

The committee was instructed to ensure that projects could not be undertaken in the near future without Government aid, fulfilled conditions relating to the relief of unemployment, improved public amenities or the means of production, and that materials used in them should normally be of British origin or manufacture, etc., before approving applications for assistance. [Cmnd 3449]

The committee tendered its advice to the Lords Commissioners of the reasury, who approved payment on behalf of the Government.

Although the power to give assistance under the Development (Loan Guarantees and Grants) Act expired in 1932, action on some schemes continued until 1939.
