Administrative / biographical background:

The Secondary Examinations Council (SEC) was set up in 1983 following the winding up of the Schools Council for Curriculum and Examinations. Its function was to advance education by promoting and encouraging the development of an efficient provision of systems of examination and assessment in England and Wales, designed principally for pupils in secondary education. Its main responsibilities were related to examinations at 16+ and 18+, and included the introduction and development of the General Certificate of Secondary Education (GCSE).

The SEC was wound up following the Education Reform Act 1988 when its functions were taken over by the Schools Examination and Assessment Council.
