Folio(s) 352-355. Letter from Francisco de Miranda, of 9 Queen Charlotte Row, London. He refers to an instruction sent to him that the government has requested that he should not leave England, but should have an allowance to enable him to live comfortably. He refers to previous negotiations in 1790 and includes an extract from a letter to William Pitt in 1791. He stresses that his main objective is liberty and independence for South America and that there would be advantages to England in supporting this. He needs financial support which he promises to repay when he can gain access to his estates in Caracas [Venezuela]. He accepts that he will stay in England and encloses a recent report from a friend in Caracas which entreats him to return.

Enclosed is a letter from Manuel Gual to Francisco de Miranda written from Trinidad, dated 12 July 1799. He urges Miranda to return as a national leader. Gaul himself has been named by Spain as leader of the attempted revolution in Caracas in 1797.

He encloses papers giving plans for future progress of the independence movement [not included], and says that Miranda may make contact through Mr Picton, Governor General of Trinidad.
