Administrative / biographical background: |
Under various acts of parliament from 1899 to 1957 the consent or authority of the minister of state is required before an electricity undertaking (ie electricity board) can instate or erect or continue to use a supply line. Boards are expected to settle these matters "privately" but where there are objections the minister can be brought in. He usually acts after a public enquiry has been held. |
