Draft memorandum [folios 47 and 50B] to Mr Cooper from Evan Nepean [Under-Secretary] with the Home Secretary's decision that the loyal address [copy at folios 51-52] of 25 February from the District Committee of Delegates of the Protestant Dissenters in Leicestershire, Rutland, Derbyshire, Nottinghamshire, Warwickshire, Shropshire, Staffordshire and Lincolnshire was insufficiently regular to be presented to the king. Also a memorandum [folios 48 and 50A] to Nepean from Cooper enclosing the address but uncertain as to the sufficiency of the sole signature, that of William Russell. Also a note [folio 49] to the Home Secretary from Nepean with Grenville's reply appended. [Folio 53 not used].
