This series contains Ministry of National Insurance and successors files dealing with adjudication policy and procedure on claims to the benefits under the National Insurance Act 1946 and the National Insurance (Industrial) Act 1946 and subsequent legislation.

The files are also concerned with the constitution and personnel of tribunals and medical boards. In addition there are a few dealing with complaints made against members of medical boards.

  • In this series the file series is sub-divided as follows:
  • APl - Adjudication policy and procedure appertaining to Medical Boards and Local Appeal Tribunals.
  • APl(X) - Gives a selection of case papers.
  • AP2 - Concerns the constitution and appointment of Chairman and members to the Medical Boards or Local Appeal Tribunals. Also included in this group is the engagement of lay-staff for administrative duties etc.
  • AP3 - Sets out the qualification to entitlement, and the procedures to be followed, for payment of expenses and allowances to claimants.
  • AP5 - Details the compilation of literature, giving guidance and instruction, which is available for use by the Medical Boards or Local Appeal Tribunals.

Administrative / biographical background:

The Minister of National Insurance (subsequently the Minister of Pensions and National Insurance) was responsible for deciding certain questions under the National Insurance Act 1946 and the National Insurance (Industrial) Act 1946 and subsequent legislation, mainly those relating to class of insurance and contribution conditions for entitlement to benefit.

Questions under the Acts relating to entitlement to benefit are decided by various statutory authorities. Disablement questions under the Industrial Injuries Scheme are decided by medical boards and medical appeal tribunals; other claims and questions as to entitlement to benefit are decided by insurance officers and, on appeal, local tribunals and National Insurance Commissioners.
