This dataset contains data relating to the Physical Survey of the 1991 English House Condition Survey (EHCS). The physical survey interview was one of four main components of the 1991 EHCS. It was intended as a survey of dwellings to provide a description of the housing stock, its present condition and its energy characteristics.
Surveyors were required to record descriptions of the basic elements of the building fabric: roof, windows, walls, etc. and other amenities and services, and to indicate where faults were found and the work required to remedy these faults. The survey method required the surveyor to make assessments of the unfitness requirements, but no overall assessment of whether the dwelling was unfit. To help surveyors make this assessment, they were provided with oral and written briefings on interpretation of the new standard of fitness. The surveyors gathered detail on the physical condition of the exterior of the dwelling; this was done according to a viewing system that took in front, back, left and right views of the property, as appropriate. Further, they surveyed the interior of the house, and its heating amenities; common parts of the dwelling; construction of the interior, and part of the exterior; and the environment of the plot, block and area of the dwelling. Overall fitness of the property is summarised in the Unfitness table. There are also tables in the dataset on repair costs, comparing costs of repairs in 1986 with those in 1991, presumably derived by computer-modelling methods after the survey was completed.
