Administrative / biographical background:

The Ferries Committee (1946) was appointed in May 1946 by Alfred Barnes, M.P., then Minister of Transport. Its terms of reference were: "To investigate ferry services linking trunk and classified roads in Great Britain; to make recommendations for the improvement of the equipment or operation of such services with a view to their greater efficiency and adequacy, and, with the same object, to report as to any amendment of the law governing the provision of such services that appears to be desirable".

The committee met on 10 occasions, and held 38 conferences with users and proprietors of ferries and Local Authorities. In addition two sub-committees inspected 41 other ferries in Great Britain and held 52 conferences.

A report submitted to the Minister of Transport on 30th December, 1947 made recommendations for ferries as a whole and included reports on each individual ferry together with a recommendation.
