Administrative / biographical background:

In 1945 instructions were issued to local authorities setting out interim arrangements for the future care and maintenance of orphans, and other homeless and unaccompanied evacuee children. These arrangements were designed to bridge the period of transition from the winding-up of the scheme in 1945 to the coming into force on 5 July 1948 of the National Health Service Act 1946, the National Assistance Act 1948 and the Children Act 1948, as the persons for whom they provided would then come within the scope of the services established under these measures.
