In December 1939 the Ministry of Supply established an Advisory Council of Scientific Research and Technical Development to consider and initiate new proposals for research and development, to review research and development already in progress and to advise on the most effective use of scientific personnel and generally on scientific and technical problems.

The council included senior officials of the ministry and other supply departments and of the Department of Scientific and Industrial Research, and operated through a number of scientific members. In 1946 it was reconstituted as the Scientific Advisory Council with advisory boards dealing with different subjects or groups of subjects. In 1959 the council became the Scientific Advisory Council of the War Office.
