Evan Nepean. When tide and wind permit, inferior line-of-battle ships of 64 guns and smaller vessels should not take out their guns and gunner's stores at Blackstakes, but should proceed directly to Gillingham Reach. When the wind is unfavourable a new buoyage system will minimise delays.
