Content: Folio 23. Letter from Richard Goulding, Mansfield, to the Poor Law Commission, pointing out two amendments he thinks 'desirable' to the 'Poor Law Act', 7& 8 Vic. c 101. In reference to section three he states that the mother 'not knowing the Clerks to the Justices Costs were to be paid to her, the Father of the Child had not paid them at all; and it has also been found that the Mother has got the Costs and kept them'. He also states that it is 'generally believed that the Mother must, when a month's arrears has to be recovered, make application for the Money before Process for recovery can issue. Frequently the Man lives such a distance from the Woman that it costs her a good deal (including time) and she loses the money rather than be at the Expense and trouble.' Paper Number: 1632/B/1845.
