Content: Folio 310. Draft letter from the Poor Law Commission to W and E Willoby [William Willoby and Edward Willoby], Clerks to the Guardians of the Berwick-upon-Tweed Poor Law Union. It refers to the memorial sent to the Commissioners on 8 February 1840. It points out that s 28 of the Poor Law Amendment Act gives no discretion concerning the apportionment of the establishment charges and therefore the arrangements they suggest can not occur. The Commissioners do not therefore discuss the merits of the case but commend them in bringing forward what they consider a grievance. The Commission hope that the new averages which will be made during the next quarter, combined with a more general appreciation of the superiority of in-door over out-door relief will alleviate the causes of complaint.
