Content: Folios 25-26. Draft letter from the Poor Law Commission to Edward Sutcliffe, Overseer, and James Hulbert, Guardian, Bingley township in the Keighley Poor Law Union, acknowledging their letter of 4 August. It is necessary that all rates made on or after the 29 September are made in the form presented by the Parochial Assessments Act. If the present rates are equal then it can be brought into conformity with the directions of the act without a survey and valuation being made [this line is crossed through]. Annotated: it is not imperative for a new survey or valuation by professional officers unless deemed so by the parish officers. A second copy of this letter recites the same but adds that it is not imperative for a new survey or valuation by professional officers unless deemed so by the parish officers.
