Content: Folios 41-42. Letter from Harry White, Clerk to the Guardians of the Blything Poor Law Union, to Edwin Chadwick, Secretary to the Poor Law Commission. He sends the Commission a copy of the instructions given to churchwardens and overseers on the rating of cottages and relief of the inhabitants and occupiers of the several parishes for the payment of rates which has been approved by the guardians, for their approval: Draft instructions from the Blything Poor Law Union to the ohurchwardens and overseers as to the rating of cottages and the relief of the inhabitants and occupiers of the several parishes of the union, dated 25 May 1837. The instructions state: That from a date they are to assess in equal proportion all property in the parish of whatever description under 43 Elizabeth. That from a date they are to demand payment of rates every quarter from all inhabitants and occupiers. Having demanded the rates, they are to present a list of those people who neglect to pay or who cannot pay because of poverty, to the board of guardians. The board will then direct which persons shall be brought before the magistrates to be excused payment of rates. They are to debit their accounts with the gross amount of rates and to credit them with such sums as directed by the Board under 54 George III c 170 s 11. Annotated: Dr Kay [James Philip Kay, Assistant Poor Law Commissioner] for his opinion, 26 May 1837' Dr Kay - this arrangement conforms to 54 George III c 170 s 11, 27 May 1837.' Approve, 27 May 1837.
