Administrative / biographical background:

The Planning Division B was the creation of the Ministry of Housing and Local Government during the 1960s, but the prefix PB was not used until late 1970. Following the Department of the Environment's creation in 1970, branches of the Division changed from being denoted by a number, (plus one branch using the prefix UPD2) to being denoted by a letter. Following the reorganisation, the Division comprised of four branches - PB1, PB2, PB3 and PB4. The functions of the branches were as follows:

PB1: Development control policy and procedure. Council on Tribunals. Policy on award of costs. Inquiry procedure. Planning inquiry commissions.

PB2: Procedure for planning appeals, enforcement appeals, revocation, modification and discontinuance orders.

PB3: Policy and procedure on development plans and structure plans. New street byelaws.

PB4: Administrative aspects of urban planning, environment, traffic, parking and waterways.

In late 1971 following a reorganisation of the Planning Divisions the functions of the branches were amended as follows:

PB1: Development control policy and procedure. Planning aspects of the forthcoming local government reorganisation. Liaison with Council on Tribunals. Inquiries procedure. Policy on award of costs.

PB2: Procedure for planning appeals, enforcement appeals, revocation, modification and discontinuance orders.

PB3: Policy and procedure and procedure on development plans and structure plans.

PB4: Administrative aspects of urban planning, environment, shopping, traffic, parking and walkways. New street byelaws.

Following a further reorganisation in 1972 the Planning Division B and its branches were abolished and the functions split between Planning Land Use Policy and Planning Urban Policy Directorates.

Files in this series were originally registered under the P and UPD prefixes and were re-registered into the PS series.
