Administrative / biographical background:

The Location of Offices Bureau was established by order in Council on 19 April 1963. Initially, the Bureau was responsible to the Ministry of Housing and Local Government but in April 1969 responsibility passed to the Board of Trade. However, when the administration of the control of office development was transferred from the Board of Trade to the Ministry of Housing and Local Government in October 1969, responsibility for the bureau returned to the original ministry.

The bureau was established to encourage the decentralisation of office employment from central London to suitable centres elsewhere. Its functions included the promotion of publicity and research, and the provision of information. By the Location of Offices Bureau (Amendment) Order 1977 the bureau's functions were extended to promote the better distribution of office employment in England and Wales under the general direction of the Secretary of State for the Environment.
