Files relating to Education Bills or to other legislation affecting the provision of education in local government areas, charitable institutions providing education (whether within the jurisdiction of the Education Departments or not), and universities. Papers in this series prior to 1903 appear as General or Local Government files. Subsequently the series, is subjected to further classification under headings of General, Local Government, Charitable Foundations and Institutions, and Provisional Orders Confirmation. The series also includes papers relating to a Royal Charter granted by the Monarch in Council in response to a petition. The files in the Local Government Section relate to Corporation Charters, Improvement Bills, Provisional Orders (Extension of Boundaries) made under the Local Government Acts, 1888 and 1894, Review Orders and the like, affecting the provision of education in a local government area. The papers described as Charitable Foundations and Institutions concern Bills promoting or relating to charitable institutions subject to the provisions of the Board of Education Act, 1899, and Bills relating to Institutions not within the jurisdiction of the Board of Education which included provisions relevant to education. Schemes for educational charities approved by the Board of Charity Commissioners, and following the Board of Education Act, 1899, by the Board of Education, which required confirmation by Act of Parliament are listed under the heading of Provisional Orders Confirmation. Bill files described as General include, inter alia, Bills concerned with universities, and Bills of Northern Ireland, the Isle of Man and the Channel Islands. The General files include also Parliamentary Bills affecting the administration of the department directly or indirectly. They contain minutes and memoranda on the drafting of the Bills, and memorials and resolutions reflecting current opinion; a sample selection of the latter have been preserved in entirely, they relate to the 1944 Education Act. |
