Administrative / biographical background:

The Air Travel Reserve Fund Act 1976 empowered the Secretary of State to create a fund to be used to help travellers in the event of failure of air travel companies.

A deed of trust was made in January 1986 transferring the money in the then Fund to the Original Trustees of the Air Travel Trust; the deed provided that the Original Trustees were the holders of specified offices within the Civil Aviation Authority.

The Air Travel Trust Committee was set up in September 1985 by the Secretary of State for Transport. Its membership included representatives of the air travel industry. The Committee's duty was to keep under review and advise the Trustees on the arrangements for the financial protection of clients of air travel organisers.
