The Civil Aviation Research and Development Programme Board was set up in 1970 by the Board of Trade, with the approval of the Ministry of Technology. In 1972 responsibility for the board passed to the Civil Aviation Authority. The board's function is to provide a national focus and forum for the consideration of long term objectives and associated research and development programmes to meet national and international requirements in civil aviation operational and technical fields.

The board consists of representatives from the Civil Aviation Authority, Department of Industry, Ministry of Defence (Procurement Executive), British Airports Authority and various airlines and aerospace associations.
