Administrative / biographical background:

Following the 1984-1985 strike, the National Coal Board (NCB) decided to rationalise its technical functions. The Technical Department was established, and a Technical Director appointed, in April 1985. The first phase involved the merging of the Mining Department and the Mining Research and Development Establishment. A Technical Function Steering Group was formed to guide the early stages of the merger.
