Administrative / biographical background:

As part of the 1964 Labour government's policy of strengthening the services provided by the Cabinet Office to the government as a whole, Harold Wilson appointed Dr Thomas Balogh in October 1964 to the staff of the Cabinet Office. Balogh was to provide advice on economic questions with particular reference to external economic policy. He carried out his duties as economic adviser with direct access to the Prime Minister and with the right of attendance at appropriate Cabinet economic committees. Balogh had been concerned in a wide variety of economic research both at home and overseas since 1931.
