Administrative / biographical background:

The Executive Committee was first suggested in order to create machinery which would carry on the work of the British Council between its meetings, and first met in February 1935. By the Royal Charter (1940) which incorporated the British Council, the government of the council and the management and direction of its affairs were formally vested in the Executive Committee.
