The Controller of Coal Mines was appointed by the Board of Trade, which was responsible for Coal Mines before the creation of the Ministry of Fuel and Power, to control mines of which possession had been taken under Regulation 9G of the Defence of the Realm Regulations. The first Controller was Sir Guy Calthrop, General Manager of the London and North Western Railway. |
