Administrative / biographical background:

In April 1974, the Secretary of State for the Environment announced the setting up of an independent Channel Tunnel Advisory Group, under the chairmanship of Sir Alec Cairncross, to carry out a reassessment of the economic and financial viability of current plans for the Channel Tunnel Project.

In January 1975, the project was abandoned indefinitely, but the CTAG was nevertheless asked to continue their work on the project as originally conceived and to produce their report as planned later in the same year.
