The Committee of Inquiry into Local Government Finance was appointed by the Secretary of State for the Environment on 27 June 1974. Its terms of reference were 'to review the whole system of local government finance in England, Scotland and Wales, and to make recommendations'. The committee was chaired by Sir Frank Layfield, QC.

The report of the committee (Cmnd 6453) was published in May 1976.
