Administrative / biographical background:

To deal with civil engineering matters, a Chief Officer Engineering (Works) was appointed as head of department to oversee civil engineering throughout British Railways (BR). On BR, civil engineering includes construction, repair and maintenance of railway track and buildings.

Under the 1952 Transport Act the Railway Executive was abolished. In the revised BTC organisation a Chief Officer (Civil Engineering) was created with effect from 1953. The title was subsequently restyled Chief Civil Engineer in 1955 and became Director Civil Engineering in 1980.
