Administrative / biographical background:

HM Dockyard (Chatham) was established as a royal dockyard by Elizabeth I in 1567 - there is reference to it being used as a harbour for ships from at least 1547. It’s main purpose was for the building of ships for the Royal Navy, including the original HMS Victory, although it did conduct refitting as well. The site closed in 1984 and is now a visitor attraction, under the care of the Chatham Historic Dockyard Trust.
