Administrative / biographical background:

The division was formed in 1983 as the Rates Legislation Division and was re-named the Local Government Finance Studies Division in 1985. It ceased to exist in 1987 and its functions were re-absorbed into the relevant other divisions within the Local Government Finance Policy Directorate.

The task of the division was to take forward policy options from the 1981 Green Paper Alternatives to Domestic Rates. The policy was then presented in the 1986 green paper Paying for Local Government. Legislation was passed in 1988 and the Community Charge ('Poll Tax') became operational in 1989.
