Administrative / biographical background:

In 1973 the chief scientific advisers were given departmental responsibility for their scientific staff when a separate Chief Scientist's Staff Group was established, consisting of the Food Science Division, and a new Research and Development Requirements Division. The latter was responsible for the co-ordination and execution of the ministry's research and development programme.

The Group consisted of senior scientists, with technical assistants, together with an administrative division, which jointly aided the Chief Scientist in his responsibility for formulating policy and allocating research and development resources in agriculture, fisheries and food. The Group was responsible for the commissioning of research and development with 'contracting' organisations both inside and outside the ministry, and for conducting reviews of the work so funded. The contractors included universities at which MAFF sponsored studentships, and also commissioned special research projects.
