Administrative / biographical background:

The Committee was set up by the King in 1939. It was modelled on the similar committees set up in 1935, 1936 and 1937 to deal with honours issues arising from the Silver Jubilee, the Coronation, and with alterations to the insignia of various orders and decorations.

The Committee was formally chaired by the Head of the Home Civil Service, but in practice it has operated mainly by means of the circulation of papers and seldom meets as a committee in plenary session.
