Administrative / biographical background:

The Strategic Planning Directorate was established in 1970 to meet the requirements of the Fulton report and the White Paper on the Reorganisation of Central Government.

The directorate was tasked with four main roles:

  • Establishing a departmental programme structure;
  • Coordinating and participating in programme analysis research;
  • Setting existing programmes and policies in a longer term context by developing an agreed set of objectives for each area of departmental activity; and
  • Promoting special analytical studies.

In 1972 the directorate had become part of the Department of the Environment, Resource Allocation and Central Economic Services. By 1977 these roles were being undertaken by the Central Policy Planning Unit within the Departments of the Environment and Transport, Common Services, Economics and Statistics [Branch].
