The India Defence Expenditure Tribunal was appointed by the Prime Minister in 1932 to consider and report upon certain questions regarding Defence Expenditure which were in dispute between the Government of India on one hand and the War Office and Air Ministry on the other. The terms of reference were: (a) To consider and report whether the contributions by India towards the recruiting and training expenses at Home of the British Army in India should be continued, and if so to report the basis on which the contributions should be calculated. (b) To examine India's claim that a contribution should be made from Imperial revenues towards military expenditure from Indian revenues and to report the basis on which any contribution should be assessed. (c) To examine the War Office claim that India should pay a direct contribution towards the Regular and Supplementary Reserves, and to report the basis on which any contribution should be assessed. (d) To consider whether the Sea Transport contribution paid by the War Office to India should be continued or modified. (e) To examine and report on any of these questions which might be relevant to the contribution at present paid from Indian revenues in respect of Royal Air Force personnel in India. The Tribunal, whose members were Sir Robert Garran (Chairman), Viscount Dunedin, Sir Shadi Lal, Sir Shah Mulhammad Sulaiman and Lord Tomlin met in November and December, 1932, and reported in January, 1933. |
