The Overseas Finance Sector was created in 1975. Both the External Finance Group and the Balance of Payments Division were created in 1981. Its function was to monitor foreign exchange markets, reserves, exchange rates, the relationship of Sterling with the European Monetary System (EMS), official external borrowing and residual exchange control issues.
