The Home and Overseas Planning Staff (HOPS) Division was established in 1956, taking over the work of the Central Economic Planning Section, the Mutual Aid Division, European Economic Cooperation Committee, Overseas Negotiation Committee Division, and, in 1958, some of the work of the Trade and Industry Division. The series includes some re-registered files from these divisions.

HOPS was dissolved in 1958 and its work transferred to the Overseas Co-ordination Division and the National Resources Divisions, I and II. The files of these divisions continued to be registered in the HOP series until they were closed in April 1960.
