This Committee was first set up under Treasury Minute of 10 November, 1921 in pursuance of section 1 (i and ii) of the Trade Facilities Act, 1921 which authorised the Treasury (after consultations with an Advisory Committee) to guarantee the payment of interest and/or principal on loans to be applied for the carrying out of any capital undertakings, or for the purchase of articles other than the Munitions of War required for the purpose of such undertaking, provided that the application of the loan was calculated to promote employment in the United Kingdom.

By the Act of 1921 and subsequent Acts ending with the Act of 1926, the Treasury was empowered to give guarantees up to a maximum of £75,000,000, within the period to 31 March, 1927 when the Acts lapsed.

In 1927, the members of the committee were Lord Plender (Chairman), W K Whigham and H J Morland. By Treasury Minute of 1 April, 1927, the Committee was reappointed to advise the Treasury on the continuing problems arising from the guarantees given under the Acts.

From July, 1929, the work of the Trade Facilities Act Advisory Committee and the Development (Public Utility) Advisory Committee has been combined and the same staff acted for both committees.
