Title: Sequestration Committee: Books and Papers
Description:

Records of the Sequestration Committee including order books, a minute book, an account book of properties seized in 1643, a list of delinquents' books sold, orders made by the barons of the Exchequer in consequence of appeals against sequestration, and bundles of loose papers, being mostly particular cases (including petitions) brought together according to the names and first date of appearance in the committee records of delinquent royalists and recusants who were the committee's designated target.

Many of the committee's documents are signed by its 'register' Rice Vaughan. The order books contain duplicates and sometimes mismatched days of the week and dates, suggesting that the entries were written up subsequently. Minutes appear interspersed in the earliest order book, but seem to have been kept separately later. Attendance lists of the committee are supplied until 11 August 1648.

The series was formerly known as 'Interregnum B'.

The case papers (SP 20/10-13) have been listed online thanks to generous funding from The Friends of The National Archives.

The case papers were ordered by Mrs MAE Green, and are separated into individual blue folders and annotated with a name and date (the case reference). This date refers to the earliest appearance of the case in the order books (SP 20/1-5), and often precedes the date of the earliest item in the folder. We have included the case reference in our catalogue descriptions as this makes tracing the case in the order books more straightforward. The sequence number (abbreviated to 'seq') refers to the sequence number of the images that have been digitized by State Papers Online.

Administrative / biographical background:

The Sequestration Committee was ordained by Parliament on 27 March 1643 and sat until 1649 in the Painted Chamber at Westminster. Its purpose was the seizure and confiscation of, or the levying of fines and compositions for, the estates of 'delinquents', that is, those who took the royalist side in the Civil War or who came under the description of papists or recusants.

On an information of delinquency, if well grounded, the estate in question was seized and held until the accusation could be investigated. If the delinquency was proved to the satisfaction of the committee the delinquent was deprived of his whole estate, one fifth being, however, allowed to him for the maintenance of his children, and one fifth of the proceeds of the estate being allowed to the informer. In cases of recusancy one third of the estate was allowed to the recusant. The committee, which had since 1645 been interacting with it, was merged with the Compounding Committee on 29 January 1650.
