Administrative / biographical background:

Secretariat Division served the Chief Executive Office, and was involved in research, development and co-ordination of departmental policy. The division also provided / produced the minutes of Export Guarantees Advisory Council EGAC and handled publicity and public relations.

Departmental Status Reviews:

In 1984, Sir Peter Matthews was appointed to advise the Minister for Trade on the structure, functions and status of ECGD. Following his review, his report recommended that ECGD should be reconstituted as Statutory Corporation but this was not accepted by the Government.

A further internal study conducted by Mr Fred Chapman (no surviving files available).

In 1988 a review commissioned by the Secretary Department of Trade and Industry and led by Mr Robert Kemp and published in 1989 led to fundamental changes, and the privatisation of the Insurance Services Group followed as a consequence in 1991.

In 1999 the Secretary of State for Trade and Industry commissioned a fundamental review of ECGD's mission and status; the aim was to ensure ECGD was fit and ready for the next Millennium and it looked at objectives, role and status. It was published in 2000, the conclusion of which transformed the operation of ECGD.
