Description:

This series is split into the Police Liaison (PL) files and the Police Leadership and Powers (PLP) files. The Police Liaison files cover a wide range of material mainly concerned with science, technology, IT and communications and include a large amount of material connected with the Police Information Technology Organisation (PITO) which later became the National Policing Improvement Agency. The series contain appointments to PITO and other job appointments, police staffing reviews, details of police technical projects, use of police vehicles and equipment, documents on CCTV, other technological equipment, papers related to National Automated Fingerprint Identification System (NAFIS), the Police National Computer, Police National Network, police radio systems, studies and manuals on the usage of police aviation, forensic science related material, radio communications projects, IT strategy, and the Police database HOLMES, plus visits by domestic and foreign ministers to police-related organisations.

There is a significant array of documents related to the Metropolitan Police including Home Office notes on meetings with them and their reports to the Home Office. There is information on the review of criminal records, data protection issues, government telecoms, minutes of meetings of the Conference of Chief Constables Technical Services, and various parliamentary questions including some about the Stephen Lawrence Inquiry, the football hooliganism national membership scheme, disclosure of police information, police equipment usage, disclosure of criminal records and police complaints. The series also contains information on various Association of Chief Police Officer (ACPO) committees, allocations of funding for forces and other police bill related papers.

PLP papers are concerned with Human Resources related subjects relating to the police, such as discipline, police awards, appointments and police training. There is also information on the review of the Police and Criminal Evidence Act (PACE), the Police Reform Bill and papers on Centrex, the National Centre for Policing Excellence, the Independent Police Complaints Commission and the Bichard Inquiry implementation papers.
